Terms of Use
CapFORGE Terms of Use (interim, version 1)
These interim terms were prepared by the engineering team and are pending review by the Legal department. They describe how CapFORGE may be used and what it records.
1. Purpose. CapFORGE is a NATO programme-management tool for drafting, reviewing and signing off capability lifecycle documents. It is provided for official duties only, to staff who have been given an account by an administrator.
2. Your account. Your account and password are personal. Do not share them. If you believe your password has been disclosed, tell an administrator at once and change it.
3. Reading and editing. You may read the work of other programmes; this is intentional, so that programmes learn from one another, and it is recorded. You may change only the content your team is permitted to edit. Approvals and sign-offs are personal acts recorded against your account.
4. AI-assisted drafting. CapFORGE proposes starting text using an AI model that runs inside the NATO environment. Proposed text may be incomplete or wrong. You are responsible for reviewing, correcting and approving any text before it is relied upon. Nothing produced by the tool is a decision of any NATO body.
5. What you upload. Upload only material that the work requires. Do not upload personal data about individuals beyond what is necessary, and do not upload material classified above the level this system is accredited to hold. Uploaded content becomes part of the tool's searchable reference material and of the records that show how a draft was produced.
6. Handling outputs. Documents exported from CapFORGE are drafts until they are signed off in the tool, and staff products afterwards. Handle every output according to the classification marking shown on it, within the accredited environment. Do not remove or alter markings. Move content out of the environment only through approved channels.
7. Administration. Administrators may create and deactivate accounts, reset passwords and, for support, act on a user's behalf. Actions taken on your behalf are recorded under both your account and the administrator's.
8. Records of use. CapFORGE records sign-ins, the actions you take and the documents you export, for security and accountability. The Privacy Notice describes what is recorded and for how long.
9. If you do not agree. If you choose not to agree to these terms, your account is limited to read-only access until you do. Misuse of the tool may lead to deactivation of your account and to action under the applicable NATO rules.
10. Changes. When these terms change, a new version is published in the tool with a version number and effective date, and you will be asked to confirm your agreement again. The version you agreed to is recorded.
